The Stiglitz led Commission on the Measurement of Economic Performance and Social Progress highlighted in 2009 that ‘the time is ripe for our measurement system to shift emphasis from measuring economic production to measuring people’s well-being’. Three years ago, the ONS launched the Measuring National Well-being (MNW) programme. The aim is to ‘develop and publish an accepted and trusted set of National Statistics which help people understand and monitor well-being’.

Measuring ‘how a country is doing’ has, until now, largely rested on traditional economic measures such as Gross Domestic Product (GDP). But economists and statisticians have long acknowledged that GDP does not capture everything that determines society’s well-being and was not designed to do so.

This presentation looks at the background to developing UK's Measures of National Well-being; the stakeholder engagement to help the ONS ‘Measure what matters'; presents some recent findings; and the tools used to disseminate this information. It will also look at the use of well-being information in policy and other areas; international developments, and conclude with a look at future plans.
