Louise Morgan was appointed Strategy Director in the Department of Transport in March 2019, having previously served as the Principal Private Secretary at the Department for Communities and Local Government. She was previously the Deputy Director for the Cities and Local Growth Unit, where she had specific responsibility for one of the six “footprints” for the Department for Business, Innovation and Skills, leading on growth and decentralisation/devolution issues in London and the East/South East, working with local authorities, business and universities to drive economic growth. The Cities and Local Growth Unit operates across BIS and the Department for Communities and Local Government, with specific responsibility for local economic growth policy, working though approaches such as Growth Deals, City Deals, the Northern Powerhouse and Midlands Engine.

Louise joined the Cabinet Office in September 2012 working on city deals in Cambridge, Oxford, Reading and Brighton, and was the lead official for the Minister for Portsmouth. Prior to this, she worked at Accenture in a Government Relations role leading on public services policy, financial services policy and issues such as immigration. Before this she worked on employment and skills policy at the Confederation of British Industry and latterly employment law.
