Tom is the Deputy Director of the Defence Transformation. In this role, he is responsible for standing up the Portfolio Office and building the reporting structures and systems that will allow the Ministry of Defence to understand where its change activity will take it in ten years.

Prior to this he spent six years in the Cabinet Office, including two years as Secretary to a sub-committee of Cabinet and two years running the corporate services of the National Security Secretariat. In these roles he was heavily involved in a number of significant improvement programmes as well as a number of high-profile foreign policy issues.

Tom joined the MOD in 2007 and has worked in a number of change, equipment, and operational policy teams in High Wycombe, Bristol, and Main Building, including two years as Private Secretary to Director Operational Policy and one year on secondment to King’s College London.
