Senior Policy Advisor, Department for Levelling Up, Housing and Communities

Ellen Horner is a Senior Policy Advisor in the Department for Levelling Up, Housing and Communities where she leads on fiscal devolution strategy. Prior to this, she developed policy on funding simplification and the UK Shared Prosperity Fund within the Levelling Up Taskforce. She has also held positions in the Cabinet Office, Dept for International Trade and ONS and prior to joining the Civil Service was a data scientist.
