Ruth is a senior policy advisor at the Department for Levelling Up, Housing and Communities. She is currently leading on developing the government’s new Strategy for Community Spaces and Relationships, focusing on the community infrastructure needed for neighbourhoods to thrive. Previously she was the policy lead on designing and launching the new Community Ownership Fund, supporting community organisations to save at-risk community assets and facilities.

Before joining the civil service in March 2021, Ruth worked for ten years in the voluntary and community sector. Most recently she was policy manager for Locality, the national network for community organisations, where her projects included running a national Localism Commission campaigning for greater community power. She has an MSc in Social Policy and Planning and her research interests include localism, community development and social infrastructure.
