Since January 2016, Geoffrey Spence has been Global Head of Infrastructure, Resources and Energy at Lloyds Banking Group. He was previously the Chief Executive of Infrastructure UK - a unit within HM Treasury's Enterprise and Growth Directorate which supported the delivery of major infrastructure projects where there is capital investment from the public sector (e.g. the delivery of Crossrail, Broadband UK, Smart Meters). He was also the lead Corporate Finance Practitioner in the Treasury.
Before joining the Civil Service, Geoffrey worked in investment banking for 25 years, specialising in financing the Utilities, Energy and Infrastructure industries. He was Managing Director, Head of Project Finance, EMEA at Deutsche Bank (1995-2002), and Managing Director and Global Head of Infrastructure at HSBC Bank plc (2004-07).
He has also been a long standing adviser to the UK Government. As a member of the Council of Economic Advisers (2008-10), he advised the Chancellor of the Exchequer on financial stability issues and business policy. He also served as Head of PFI Policy and Private Finance Unit at the Treasury (2002-04).
