Joe Manning is a Deputy Director in the Cities and Local Growth Unit, a partnership between BEIS and MHCLG (formerly DCLG). He has also worked in the Cabinet Office. Before joining Government, Joe worked in a number of policy roles for think tanks and the third sector, most recently at the New Local Government Network.
Joe’s current priority is the development of place-based policy in the Industrial Strategy. This work is at the forefront of the Government’s ambition to “drive growth across the country” and covers a wide-range of themes from local industrial strategies, to a renewed emphasis on business clusters and civic renewal. He also has wider policy responsibility for local growth programmes, including local enterprise partnerships and growth hubs.
Joe’s team also leads on business and innovation policy in Devolution and City Deals across the UK, and he has worked closely with the Scottish and Welsh Governments to secure high-profile City Deals in Glasgow, Aberdeen, Swansea and Cardiff.
