Joe Manning was previously a Deputy Director in Science, Research and Innovation in BEIS, working on R&D policy. Prior to that, he was a Deputy Director in the Cities and Local Growth Unit, a partnership between BEIS and MHCLG (formerly DCLG). He has also worked in the Cabinet Office. Before joining Government, Joe worked in a number of policy roles for think tanks and the third sector, including the New Local Government Network.

Joe’s work in the CLGU covered a wide-range of themes from local industrial strategies, to a renewed emphasis on business clusters and civic renewal. Joe’s team also led on business and innovation policy in Devolution and City Deals across the UK, and he worked closely with the Scottish and Welsh Governments to secure high-profile City Deals in Glasgow, Aberdeen, Swansea and Cardiff.
