Jonathan is Operations & Sustainability Director for the Operations & Infrastructure Group at the Department for Education.

Prior to his current role, Jonathan was Planning, Performance & Risk Director and Chief Sustainability Officer, also at the Department for Education.

Previously, he was Finance Director and Deputy Finance Director for Commercial and Programme Spending at the Ministry of Justice, including responsibility for assuring the financial elements of Prison Reform and Safety, Her Majesty’s Courts & Tribunal Service Reform Programme and £3bn of annual contract spending.

Jonathan has held the position of Head of Financial Strategy for the Department for Work & Pensions and had responsibility for long term welfare spending of c£200bn per annum; departmental expenditure of c£6bn per annum; running fiscal events including Spending Reviews, Budgets, and Autumn Statements; managing the department's relationship with HM Treasury; and leading the financial aspects of welfare devolution to Scotland.

Jonathan has also been Deputy Finance Director for the operational arm of DWP, including leading the financial management of the Labour Market and Employment Programmes, Health Assessment Contracts, and Housing Benefit.

Jonathan started his civil service career in 2004 on a graduate accountancy scheme, gaining experience across the core financial disciplines and applying his professional expertise across several high-profile corporate, policy and operational areas. Jonathan holds a BSc (Hons) in Geography from the University of Sheffield and is a Chartered Public Finance Accountant (CPFA).
