Jose Jimenez Mingo holds a degree in Agricultural Engineering from the Polytechnic University of Madrid-Spain (1987). In 1989 he participated in an intensive programme in the field of International business at McDonnell Douglas Corporation (Saint Louis, Missouri–USA), and he obtained a post graduate degree in International trade in 1992. He has extensive professional experience in the management of European research programmes, in particular in the field of agriculture, food and environment.

In 1990 he joined the Spanish Eureka team responsible for the Agri-Food and environment sector, reaching the position of Eureka programme coordinator for Spain. In 1997 he joined the European Commission Joint Research Centre as scientific coordinator of the Institute for Environment and Sustainability. In 2002 he took new responsibilities in the JRC transport and Air quality Unit where he coordinated the scientific programme and the unit activities in the field of enlargement of the EU.

In 2009, he moved to the climate change and natural hazards unit of DG Research and Innovation in Brussels where he was responsible for the area "Atmospheric composition and air quality". During this period he was also coordinating the activities in the field of Joint Programming and the relationships with the EIT Climate KIC. In 2014 he took a position in the Science Policy, Foresight and Data unit of DG Research and Innovation. Currently he is working full time on the design and implementation of the new Scientific Advice Mechanism (SAM) of the European Commission.
