Pauline Goyal-Rutsaert is a lecturer in Economics at the University of Cambridge and a Fellow of Homerton College. Prior to this she was research leader on RAND Europe's Innovation and Technology team. She previously worked as a senior economic advisor at Ofcom, the independent regulator for the UK communications sector, where she acquired considerable experience in developing and implementing regulatory policies. Her interests include industrial organisation, innovation and strategic trade policy, competition, and regulatory economics. Earlier she worked for NEI, a Dutch independent research and consultancy organisation; carried out academic research on research and development cooperation and investment; and lectured in industrial organisation. She holds a Ph.D. in economics from Cornell University.

Research areas include industrial, competition, and regulatory policy; research and innovation policy; communications sector; better policymaking; strategic trade policy.
