As Strategy & Programmes Director for the London Borough of Barking and Dagenham Tom leads the Council’s corporate centre including services delivering strategy & performance improvement, communications & campaigns, equalities & cohesion, community resilience & third sector capacity, programme monitoring & support and data & insight. He is leading on projects to develop a new 20-year partnership vision and outcomes framework for the Borough, deliver a step-change in community participation and resilience, and change outcomes for residents through improved use of insight and behavioural change campaigns.
Previously Tom has worked at the London Borough of Redbridge delivering their Fairness Commission and a new Corporate Strategy and vision following the election of the Borough’s first Labour majority administration in 2014.
Tom has led teams that won awards for innovation and impact for work on policy areas as varied as climate change, gypsy and travellers and for work with the trans community in Brighton and Hove. Prior to this Tom had a number of roles within regional government for the East of England Regional Assembly and English Regions Network.
Tom holds a BSc Econ in History and Politics from the University of Wales, Aberystwyth and an MA in International Studies from the University of Newcastle upon Tyne.
