Programme Head, Valuing What Matters, NEF
Helen joined nef's Valuing What Matters team as a researcher in July 2009, taking over as head of the team in October 2010. Her work at nef has encompassed research into public procurement, labour markets, and criminal justice. She was responsible for leading a major programme of work to extend Social Return on Investment methodology to infrastructure, with an initial study to re-evaluate the case for a third runway at Heathrow airport. The objective for this work was not only to provide fresh and valuable input to the ongoing debate around Heathrow expansion, but to act as a demonstration project for the value of using SROI to make effective infrastructure investment decisions.
Helen began her career in the Government Economics Service, specialising in international finance at HM Treasury, and later the European Bank for Reconstruction and Development. Prior to joining nef, she worked as Research Fellow for four years for Advocacy International, a social enterprise working with low-income country governments, and with organisations working to promote positive development, investment and environmental sustainability
