Ross joined ICHP in 2016 as Director of Strategy. Prior to joining the partnership Ross was a civil servant for 10 years working in a variety of roles, including an advisor on health policy in the Prime Minister’s Strategy Unit and a Principal Private Secretary to a cabinet minister.
Ross is a graduate of the NHS Management Training Scheme and has authored policy publications on health inequalities for the World Health Organisation.
While in DECC, Ross worked across the whole agenda of the department, with a particular focus on applying analysis and evidence to long term strategic issues facing DECC.
Prior to joining DECC Ross worked in the Strategy Unit at the Cabinet Office on health, home affairs and early years policy. Ross has also worked with the World Health Organisation, advising on the development of a report on health inequalities, and as a manager in the National Health Service.
Ross studied Politics, Philosophy and Economics at Oxford University and has an MSc in Healthcare Management from the University of Manchester, with research studying the links between income inequality and health outcomes.
