Christian holds a PhD from the Department of Government at the London School of Economics and Political Science. Christian has wide experience of evaluation methods, the study of the impact of regulation, the analysis of public administration, the design of performance management systems, and comparative studies. He was client manager at RAND Europe for the strategic partnership with the UK National Audit Office. He has contributed to over 30 "value for money" studies for the UK NAO looking at the efficiency and effectiveness of government programmes. More recently, he worked on a study for the UK Government building a performance management framework for use by local authorities to assess the impact of their activities.

He has looked at emergent issues such as how to evaluate complex interventions, most recently in work for the UK Department for International Development. He has also been involved in a number of evaluation projects for the European Commission, particularly DG SANCO, including the interim evaluation of the public health programme and the evaluation of the impact assessment system. Christian is a member of INTEVAL and the European Evaluation Society.
