Policy Workshop: Early Adoption of Innovation

19 January 2023 at the Institute for Government, London

In January 2023, the Centre for Science and Policy in partnership with Innovate UK (IUK) organised a Policy Workshop on the role of Government as an early adopter of innovation.

The workshop brought together a cross-section of civil servants and academics to identify steps and actions that could drive forward rapid diffusion of innovation and adoption of new technologies in the public sector and public services to improve efficiency and productivity. The workshop addressed the following questions:

  • How important are technological innovations relative to other innovations in improving the performance of the public sector and public services?
  • Where might we be missing opportunities to diffuse and adopt innovations that could make a big difference to the public sector and public services?
  • What would adoption of these technologies require in terms of the structure and design of the public sector and public services, strategy, policy, skills, and training?
  • What are the barriers to the adoption of innovation? How should one go about creating an organisational culture in the public sector and public services that support the rapid diffusion of innovation and the rapid adoption of new technologies?
  • What practical examples of the rapid diffusion of innovation and the adoption of new technologies in the public sector and public services can we learn from?
  • What practical steps can IUK take to raise awareness of and support for early adoption of innovation?
