Julia Feigen is a Doctoral Research Fellow at the Minderoo Centre for Technology and Democracy. She is also a PhD Candidate in the Department of Geography at the University of Cambridge, where she studies the intersections between humanitarian action, digital technology, and international armed conflict.
Before pursuing a PhD, Julia worked with the International Committee of the Red Cross Delegation for Cyberspace, where she served as a Cyber Policy Associate working on policy matters such as “dual-use” humanitarian and military technologies, humanitarian data governance, and private sector tech partnerships. Julia has conducted and collaborated on several research projects with humanitarian and civil society organizations such as the American Civil Liberties Union, the International Organization for Migration, Minority Rights Group International, and the International Committee of the Red Cross.
At MCTD Julia works on the Humanitarian Action Programme (HAP), a joint initiative between the University of Cambridge CRASSH and the ICRC Data Protection Office and Delegation for Cyberspace in Luxembourg. Her current work investigates how users of humanitarian technologies and recipients of digital humanitarian aid perceive data sharing, and in particular, how they experience the effects of data processing by humanitarian organizations.
Julia is a graduate of the Walsh School of Foreign Service at Georgetown University, where she earned her Bachelor of Science in Foreign Service, as well as from the University of Cambridge where she earned her MPhil in Geography.
