Julian Kelly took up his post as the first joint chief financial officer for NHS England and NHS Improvement in April 2019. Previously he was Director General at the Ministry of Defence, with responsibility for Britain’s nuclear submarines, nuclear warheads and day-to-day policy.

Prior to that he was Director General of Public Spending and Finance, HM Treasury, a post which was created following an HMT-led review of financial management in government. It merged the roles of Head of Public Spending with the Head of the Government Finance Profession for the first time.

Earlier in his career, Julian worked in a number of senior roles in the public sector, including as Finance Director in HM Treasury and the Border Agency, and in the private sector (at HSBC). He is a qualified chartered accountant and member of CIMA.
