Kawan is Deputy Director for Provider Development at NHS England. His team is responsible for provider reform and policy and strategy for improving abortion services in England in line with the NHS’s new vision for abortion care.
Prior to joining NHS England in 2022, Kawan worked in several policy roles across the civil service. During the pandemic, this included as Deputy Director at the Home Office for the police enforcement of covid restrictions and the coordination of travel policies. In the Cabinet Office Covid Taskforce his roles focused on covid rules/lockdowns and the establishment of a new delivery unit. Prior to this Kawan worked on police powers at the Home Office (including changes to stop and search, police custody rules and pre-charge bail) following roles at the Departments for Education and Business and the House of Lords.
Kawan studied History and Politics (BA) and Modern British and European History (MA) at the University of Oxford.
