Emeritus Professor of Economics at the University of York

Professor Hartley was the Founding Editor - and continues as Special Advisor to the Editor - of the peer reviewed journal Defence and Peace Economics. The journal has established itself as the prime outlet of quality research in all aspects of the economics of defence, security, disarmament, conflict and peace: it attracts scholarly contributions from academics and practitioners worldwide.

As Chair of the Finance Group of the Aerospace Innovation and Growth Team, he has reported to the Secretary of State in the Department of Trade and Industry (DTI). Hartley has presented evidence to the House of Commons Defence Committee for its enquiries into UK Defence Industrial Strategy and Defence Commitments and Resources. Between 1985 and 2001 he was the Special Adviser to the House of Commons Defence Committee. During his career, he has been Consultant to the United Nations, the European Commission, the European Defence Agency, the UK Ministry of Defence, DTI, HM Treasury, at the Korean Defence Agency and the Korean Development Institute.

Professor Hartley's research interests include: Defence economics including procurement, the economics of alliances, industrial policy, EU defence policy, collaboration, the costs of conflict (eg. Iraq) and military outsourcing.
