Prior to joining the IMF he was chief of the national accounts research group at the U.S. Bureau of Economic Analysis, a research economist at the U.S. Bureau of Labor Statistics, and a financial economist at the Federal Deposit Insurance Corporation (FDIC). He has published numerous articles and edited two books on economic measurement. Marshall received his Ph.D. in economics from the University of Maryland at College Park.
