Miles Gibson is a former senior civil servant, external government adviser and property market researcher. He was head of HM Treasury’s Property Tax Team, and then Deputy Director of MHCLG’s Planning Directorate (in which capacity he led the design and implementation of the Community Instructure Levy (CIL)). He was a long-serving No 10 Senior Policy Advisor on housing and planning, having worked a total of five years under both Tony Blair and David Cameron. He was the Director of the 2014 Wolfson Economics Prize on garden cities, and a member of the government-appointed Planning Taskforce in 2020, leading to the 2020 Planning White Paper. He has also been Head of UK Research and Executive Director at international property consultancy CBRE, and holds degrees in architecture, town planning, and land economy.
