Paul is responsible for setting strategy for Defra’s multilateral environment negotiations/agreements as well as playing a leading role in a number of UK delegations to environment negotiations, primarily focused on biodiversity/nature. The former includes the 37 multilateral environment negotiations to which the UK is a party (and to which Defra is a lead or contributory department). The latter includes UNEA, UNFCCC, Ramsar and IUCN. He has previously worked on food strategy at Defra as well as a number of roles across government, including postings at the British Embassy in Albania and the British Consulate General in Jerusalem with the Foreign Office.
