Rachel is Senior Strategy Manager, Linklaters. She was previously head of the Implementation Unit in the Ministry of Justice.

Prior to that, she was Head of Climate Change policy at the Treasury. Before joining the Treasury, Rachel was a Senior Strategy Adviser in the Cabinet Office, advising Ministers on government efficiency savings. She has also worked on the delivery of major energy programmes, on science and research policy and as Private Secretary to the Minister for Higher Education.

Rachel has a PhD in Mathematics from the University of Oxford.
