Ruby leads on planning policy in the Department for Levelling Up, Housing and Communities. Her team has responsibility for the national planning framework, which sets out the principles for managing change to the built environment, balancing economic, social and environmental objectives. Before this, she spent several years at the Treasury, working on the financial settlement with the EU and on welfare policy. She began her civil service career in the Department for Work and Pensions, including in a job centre, which nurtured a deep interest in the practical operation of social policy. She has studied history, politics and economics.
