Tom Follett currently works as a civil servant in the Department for Levelling Up, Housing & Communities, leading on DLUHC strategy for devolution within England. This involves delivering the programme through fiscal events, legislation, and other government levers; and aligning with the levelling-up missions. His previous experience in the civil service includes planning system reform and affordable housing supply policy. Tom recently completed a Churchill Fellowship, reporting on housing co-operatives in the US and Europe. In the past Tom has worked in the world of think-tanks to develop research on local government reform, as well as consulting for local authorities on their devolution strategies. His interests include urbanism, regional political economy, and the history of government.
