Tom was previously Assistant Director Adult Social Care & Health (Planning, Performance & Engagement) at East Sussex County Council.

While a CSaP Policy Fellow, Tom was Strategy & Programmes Director for the London Borough of Barking and Dagenham, and led the Council’s corporate centre including services delivering strategy & performance improvement, communications & campaigns, equalities & cohesion, community resilience & third sector capacity, programme monitoring & support and data & insight.

Tom holds a BSc Econ in History and Politics from the University of Wales, Aberystwyth and an MA in International Studies from the University of Newcastle upon Tyne.
