Anna Workman is the Deputy Director of the Covid-19 Inquiry Unit at FCDO. Previously, she was Head of Carbon Leakage at the Department for Business, Energy and Industrial Strategy, leading the UK’s policy response to this risk along with HM Treasury colleagues.

Her career in government has focused on responding to complex global policy challenges. She led FCDO’s risk management (2019-21); developed and oversaw delivery of DFID’s global education policy (2016-18) and delivered strategic projects at HM Treasury (2010-15).

Throughout her career she has advocated for evidence-based policymaking which draws on cross-disciplinary perspectives. She has an MA in international relations (University of Chicago) and a PhD in international development (LSE).
