Esther has a unique breadth of policy experience covering both domestic and international policy issues. She has advised Ministers and senior officials on high-profile policies, including a multi-billion pound policy portfolio within the Industrial Strategy and foreign development assistance to the Middle East.

She’s currently heading up the Department for Levelling Up, Housing, and Communities’ COVID-19 Inquiry Unit, which will oversee the department’s preparations for the independent public inquiry.

A firm believer of evidence-based, user-centred policymaking, Esther has developed research projects with leading academics and institutions to examine organisational and behavioural changes using qualitative and quantitative research methods.
Finally, as the policy lead for the Civil Service Race Forum, she champions racial equity through high-level engagements with the Cabinet Office and Permanent Secretaries.

    On 21 October 2021, CSaP hosted its first in-person networking event since the COVID-19 pandemic began. The annual meeting and reception, held at the Royal Academy of Engineering in London, provided an opportunity for 115 public policy professionals, industry leaders, and researchers to meet and share their experiences to improve decision-making.
