Haris is Deputy Chief Economist at the Financial Conduct Authority. In this role he leads on economic analysis and research informing the design, implementation and evaluation of regulatory and policy interventions in retail and wholesale financial services markets. He is also deputy head of the profession tasked with raising the profile of economics, connecting with internal and external stakeholders and promoting cross-disciplinary working.
Prior to joining the FCA, Haris has held Senior Civil Service roles in Cabinet Office and the Department for Business advising on COVID-19 and competition and consumer law reforms respectively. He has also worked in the private sector as an economic consultant for Deloitte. He began his career as an Overseas Development Institute Fellow in Lesotho working on a major World Bank funded reform programme to deepen capital markets and incentivise utilities reform.
Haris is regularly called to provide independent economic advice to third party organisations on issues such as football regulation, social mobility and affordability of new infrastructure projects. He holds undergraduate degrees in economics and literature, and postgraduate degrees in law, economics and contemporary culture.
