Chief Operating Officer, Chief Operating Officer Group, Home Office
Jerome Glass was appointed Chief Operating Officer of the Chief Operating Officer Group at the Home Office in June 2025. In his work, he brings together the key functions required to help the business deliver which includes commercial; digital, data and technology; finance; human resources; portfolio and project delivery; security, estates, and information; and strategy.
Before this, Jerome served as Director General for the Ministry of Justice’s (MOJ) Policy and Strategy Group from November 2020 to June 2025. Jerome first joined the MOJ in 2016 and has held several senior roles including Principal Private Secretary to the Lord Chancellor, Director of Strategy and Director of Prison Policy.
Before joining the Ministry of Justice, Jerome worked at the Department of Energy and Climate Change, where he led on domestic climate change strategy. His career also includes experience in finance and operations at the BBC, and in investment banking at Lazard & Co.
