Within the Office of the Prime Minister’s Chief Science Advisor (OPMCSA), New Zealand, Julian leads on the Small Advanced Economies Initiative (SAEI). The SAEI is a New Zealand-led, intergovernmental forum that brings together senior officials from seven countries (Denmark, Finland, Ireland, Israel, New Zealand, Singapore, and Switzerland) to explore policy issues where the implications of country size influence decision-making. The focus of the Initiative is across three interrelated areas: science, innovation and economics.

In New Zealand, the SAEI serves as an important (albeit indirect) tool for informing the policy agenda by working with officials across member governments to discuss experiences, common challenges and best practice. By way of collaboration with other international fora, the group also helps to direct international policy discussions, particularly where they relate to small countries.

Julian previously worked as a Policy Research Analyst (Economic Growth) at Auckland Tourism, Events, and Economic Development (Auckland Council) and as an Energy Economist for the German Agency for International Cooperation in Suva, Fiji.

Julian is studying for the MPhil in Public Policy at the University of Cambridge during 2017-18.
