Simon is part of the leadership team of the Joint Air Quality Unit (JAQU), a joint initiative between the Department for Environment, Food and Rural Affairs, and the Department for Transport. JAQU oversees the delivery of the NO2 Programme, the Government’s largest dedicated air quality initiative, which works in partnership with local authorities to bring down levels of NO2 emissions in the shortest possible time. With the senior team, Simon is responsible for strategic policy, science and analysis.

Simon has worked in the Civil Service for over 20 years. Simon joined Defra in 2019 following a career in a range of departments, including Cabinet Office, Ministry of Justice and the UK Border Agency. Simon has worked on a number of key constitutional policies, including legislating for the EU Referendum; the redrawing of constituency boundaries; and setting up IPSA, the MP’s expenses body.

Simon graduated with a Master’s degree in Mathematics. In 2019, Simon completed the Executive Master of Public Policy programme at the LSE.
