Paul has served as the Director, Policy in the Covid-19 taskforce and Director, EU and International at the Dept for Health and Social Care. Previously, Paul Macnaught was the Director for the Ministers, Accountability and Strategy Directorate at the Department of Health and Social Care (DHSC). He was responsible for Ministerial and Permanent Secretary Private Offices, Parliamentary business; governance, including services such as correspondence and Freedom of Information, oversight of Arm’s-Length Bodies, performance and risk, honours & appointments; and strategy, strategic finance and implementation.

Paul joined the department in October 1996 and previous roles include:
