Calum is an Advisor (Digitalisation, Digital Health, and Smart Cities) at the UNDP Global Centre for Technology, Innovation, and Sustainable Development.

Calum has led innovation, digitalisation, and smart cities programmes across the UK, Sub-Saharan Africa, and Asia-Pacific. Calum has also worked on advising and scaling tech-driven enterprises, including start-ups focusing on connectivity, digital identity, and safety and security. Calum has drafted and led legislation, policy, and strategy to rollout digital initiatives; delivered connectivity programmes (3G, 4G, and 5G pilots); and led major behavioural science explorations. He has also led the development of service delivery initiatives such as chatbots, digital identity projects, and digital inclusion programmes. He has worked in local and national government, strategy consulting, and international development. Calum is also Co-Chair of the Digital Infrastructure Taskforce, part of the World Economic Forum’s G20 Working Group on Smart Cities, and a Panel Member of the Mayor of London's Infrastructure Advisory Panel.

Calum has an MSc in Epidemiology (London School of Hygiene and Tropical Medicine), an MSc in Development Studies (London School of Economics) and a BA (Hons) in Politics (Queen Mary, University of London).

Questions

  • 1. How can governments ensure that digital technologies have the greatest benefit to their citizens? 
  • 2. How can we provide channels for lower-income countries to shape the technical standards, processes, and norms for emerging technologies? 
  • 3. How can governments better engage citizens in ensuring digital technologies work for their benefit (e.g. citizens assemblies)? 
  • 4. What models of regulation can we start to explore, to avoid the lag between explorations of digital and legislation?
