Zoë Billingham is Director of IPPR North. She was previously Co-Director at the Centre for Progressive Policy (CPP) and a Crook Fellow at the University of Sheffield. At CPP, Zoë led on policy development and CPP’s advisory work for local government to help address structural inequality in the UK. Zoë previously held several roles in government including as Senior Policy Adviser at HM Treasury, advising the Chancellor on EU economic policy and as Economic Policy Adviser to the Deputy Prime Minister during the coalition government. Zoë has also worked at Lazard, advising large scale and start-up technology, media and telecoms clients.

    On 21 October 2021, CSaP hosted its first in-person networking event since the COVID-19 pandemic began. The annual meeting and reception, held at the Royal Academy of Engineering in London, provided an opportunity for 115 public policy professionals, industry leaders, and researchers to meet and share their experiences to improve decision-making.
